Impossible difficulty of the tank takedown

We started the tank takedown on last saturday. We are doing phase 3 and until now, we did 142 millions of damage.
It is really so hard or it is a bug?!
Update: After 8 days we let started phase 4. ...a long time ago in galaxy far away...
