Squad arena opponents rank gap should decrease

For instance, if you're ranked #1000 your 3 opponent options should be somewhere around #950, #900, and #850. The gap should get smaller as you get closer to the top #20. If you're #15 your 3 opponent options should be #14, #13, and #12.

This will help prevent last minute rank sniping and promote competition.
