Does the tank have some sort of anti-crit buff?

I've seen a couple instances where my character should have a guaranteed crit (Ewok Scout doing his +50% crit chance attack with already above 50% crit chance) but hasn't achieved the critical hit. Has anyone else noticed this? Or did I perhaps miscalculate something on my end or just get a weird bug?

There is a bug where crit chance is not stacking correctly in all phases of the game.
