Tarkin needs yoda rework?

It seems that tarkin has gotten better since mods. We can increase his speed and potency so he can land that offense down. But he starts off with the aoe damage..
does anyone else think he would be a much more viable character if the ai picked him to put offense down before his damage aoe?

God yes, was forced to bench him for tie pilot because he would waste his dual turn bonus from palpatine by opening up with that aoe damage ability of his, instead of using the debuff one.
