Rex lead removes turn meter?

When I go up against a Rex lead team. Rex, Sun Fac, Palp, Ani, Lando I've noticed that Rex takes turn meter away at the beginning of his turn. Without attacking. Why is this?

Yes. It is a coin toss.

I think it's stupid that it's decided that way, but that's the way it is. It isn't decided by speed, or who got full TM first. Just RNG.
