Baze and shore trooper chromium packs no farm

Okay ive spent like at least $250 recently trying to get at least any shore trooper shards or baze and i havent gotten any so im wondering how rare is it really to farm these guys like honestly out all the packs. Like if its really that hard to get them then just put them in the cantina already this is ridiculous like i get plenty of rex and shaman king already and not 1 shard of baze or shore like cmon

Who is Shamon King, is it Tusken Shamon, and the rates for the new characters are lower then others because they are new and maybe a way of selling more chromiums.
