Offense up buff

Does the offense up work with all attacks i.e.: counters and assist, or does it strictly only work when it is your toons turn to attack? Asking because I've noticed counters dealing less damage then base attacks

Counters and assists or multiple attacks often do do reduced damage. It's usually noted in the tooltip for the ability.
Offense up though should up physical damage and possibly special damage, but I don't think it increases the chance of applying a debuff.

Does offense up stack, so if geo attacks and procs and offense up of 50% then ptl buffs offense up for 50% does geo then have 100% offense up?
