Ships challenges for capital ships possible bug

So, after first tier is completed, second tier is locked for 2 star ships. Question is, how can anyone ever level their capital ship to 2 stars without being able to replay the first tier of the challenge? I don't understand any other way with the exception of Paying to tier up the ships to the next star level. Am I missing something? I don't even see any capital ship shards in the shops.

Well, I guess they want us to upgrade the fleet ships not the commander ships to get 2 star for the next level. So I guess there is that.

? Doing first tier of challenge gives you the blueprints to 2 star the capital ship. Then you also need to 2 star the regular ships to play tier 2 of the challenge and 3 star the capital ship. And so on
