Borrowing Heroes in DS HM Stage 9

I just hit 85 today and started working on DS stages. I noticed that since I got into the HM battles it seems like nearly every borrow I can do from my ally list is Captain Phasma. I have an ally who doesn't for sure and is 85 but he never shows up as being usable to borrow from.
Is there something going on why I'm seeing so many Phasmas? I don't recall seeing something like this on the LS HM battles.
