Fleet battles - Attacking 'out of turn'

This term turns up quite a lot in my fleet and I'm not really clear on what it means. The obvious example is when a ship is called on to perform an assist or if it uses a counter shot. However, these instances seem quite rare and often too random to be something to base a strategy on.

In all likelihood I have the right understanding but I just haven't seen it much with my fleet.

Could anyone set me straight on this mechanic and possibly give an example of where they've exploited it to good effect?

    Home One and JC have an ability to call assist. With JC you can even choose the assisting ship. You can choose your best damager or a ship with a usefull bonus on the standard attack (mostly on targets with target lock I seen)

    Biggs has an ability to call and assist on a target locked ship

    Home one calls in ally on basic attack and one its aoe calls up to two buffed allies
