How does one earn capitol ship blueprints when you cant do the 2nd tier capitol ship challenges to actually get the blueprints

You need to get the rest of your ships enough blueprints first. Then you can do it.

Level your fighters. Then you will be able to do the challenges.

But I can't do the tier 1 challenge again today, is that WAI? Reset just hit amd it says completed without the option to do the battle.

I think those are meant to be done only once

A series of Ship Challenges are available on a rotating schedule. These include:
Capital Ship Upgrade Challenges: Earn Capital Ship Blueprints in a Yoda style event

Can't redo the lower tier once done. As stated in the update notes it is yoda style event. Good news is that it shows 3 times a week.
