I just started playing the game again, but I have a question about mods. Is a level 15, 5 star mod that dropped as an A any more powerful than a level 15, 5 star mod that dropped as a C and became an A at level 15?
Yes, usually. The mods that drop as "A" will already have 4 secondary stats which will be upgraded as you level the mod. With C, you get 2 secondaries that will be upgraded at level 2 and 6, then you get new random secondaries at level 9 and 12. So basically mods that drop as A will have stronger secondaries at level 15 than one dropped at C.
