RG shock dispelled by EP stun

If Royal Guard is shocked and cannot use taunt, using the Emperor's AoE will dispel his shock (if it stuns RG). Is this working as intended or a bug? If RG is stunned, he (she?) can be shocked so I don't think the two debuffs are mutually exclusive.
