Tie Fighter Pilot Tenacity Down bug

Hello,

I've now seen several people resist an effect after being hit with TFP's tenacity down. Could you please check that it's working properly? I haven't tested this with other tenacity downs, so I do not know if it is TFP specific, or a bug with Tenacity down.
Most recently, it happened against Fives in GW. I applied Tenacity down with TFP, and followed that up with a Stun by RG, which was resisted.

To add to this, I found a decently high tenacity Fives in GW, and after applying Tenacity down, was still seeing over 50% resists from him.
