Really don't know, but the problem with chromium, as I understand, is that they don't update it to remove the chance to drop already F2P characters (farmable) like for instance Wedge, Kit Fisto, B2, etc..
So you have great chances of dropping already F2P characters that at one point in the past were P2P.
If we could really have only a chance to drop the P2P characters, and the % rate being proportional to the release date (like higher % chance of dropping the newest heroes) we would have much more people willing to invest in chromiuns, generating more $$ to EA and make us spenders happier.
I stopped buying chromiums months ago, because it's a just a silly lottery.

The last chromiums I bought were pretty evenly spread through out several characters.
I can tell you one that isn't that common though: shoretrooper.
Or at least he wasn't a couple of weeks back (before the rogue one pack).
