Capt. Phasma bug

There's clearly a bug in the way Capt. Phasma's leader abilities are coded. I've seen teams with slower overall speed (adding up all chars individual speeds) and lower power than my team's attack me 5 consecutive times though all their different characters and only Capt. Phasma had an ally call ability. This does not make sense.

Please fix this issue as it makes the game boring if everybody starts to have the same teams due to this issues.

All allies have a chance to call another attacker with Phasmas leadership ability.

That would mean that there actually were 3 attacks in a row from a slower team, 2 of which called allies to assist. Still looks odd
