Why are these characters in the game? No one uses them, but do they have anything going for them?

I feel like underworld police could be really boss...it's just that no one takes the time to max him out.

I agree ug and mob enforcer are just awful right now and have roles filled by other stronger toons that have some synergy. CUP however has too cool of a kit to be kept down forever. An all stun basic attack team could be scary one day.

Im gonna get him and see his abilities upgraded cause he is only 10 shards lol
