Why are my speed set bonuses capped at 15 speed when others get the full 10%? What am I missing?

I'll demonstrate this using data pulled from swgoh.gg, which is identical to that in the game. I'm having issues with some of the speedier characters in the game - those at or above 160 base speed, who are still only giving me 15 speed as a set bonus.

TFP has a base speed of 170. 10% of his base speed should be 17. Here is an example of someone's TFP with a speed of 271. 170 + 84 + 17 = 271. It works fine.

Here is my TFP. His base speed is 170. I have 43 speed added in primaries/secondaries. But his overall speed in game is 228. It should be 230.

I get the same issue if i add that exact mod set to Rey, base speed 164. It comes out at 222 speed, when it should be 223.

My Leia has 164 base speed and 38 in primaries/secondaries. Add in 16 for speed set and she should be at 218, but there's 1 speed missing. A guildmate just tested mods on his Leia and he gets 16 added for the set bonus.

And putting those same mods as TFP has on Dooku with 161 base speed? That comes out as 219 overall. 161 + 43 + 16 = 220. So what gives? Why am I only getting 15, and what can I do about it?
