It is very simple, recently i buyed 8x chrom pack for 20$, and what i got ?
4x chars i alleady have at full stars, including sure char drop which was converted to lousy 15 shards....**** ?
I need to say, i have only cca 1/7 of all chars at full.
Proposed change, rework drop table to look for full star char and reduce it by simply math.
100-actual %.
So if you have 12% of max chars at 7*, then drop chance to get 7* char is REDUCED by 88% (100-12), so it will be more sure to get non full * char shards, even usless/not wanted ones.
Rather to have 20$ instantly reduced to 4$, because shard shop exange rate.

I would say have the shards drop for characters not at 7* and no drops for all characters at 7*

If you're buying that many data cards. The least you should expect is a NEW 4* character or substantial enough shards to make a character able to jump to the next * tier.
