Vader Tie Advance Unique does not reapply target lock on reinforcements

Vader Tie Advanced "Advanced Targeting System:"
This works great for ships that are initial in the battle. However if a ship is called in from reinforcements the target lock will fall off after 2 turns from being applied.
Before blowing up Scimitar
Plo Jedi Fighter called in as reinforcement
Video showing Vader appling Target lock to Plo Jedi Fighter and 2 turns later it comes off and is not reapplied.

I have seen this happen with other reinforcements before also.
