Han Solo does not always shot first

Han solo does not always get to shot first in battle. I have noticed this against certain characters such as a Darth Maul lead team. Since the characters go stealth, Han Solo does not get to shot first. It has also happened in other circumstances. To my knowledge Han Solo is always suppose to go first.

Our team has tested this scenario based on your post and each time, Han was attacking first as designed.

I have had this happen in the ATT raid but nowhere else.
