Resistance X-Wing Bug

Resistance X-Wing's basic attack states that when the target has Target Lock, it will expose them for 2 turns. I've used this ability repeatedly against targets with target lock, even while my resistance X-Wing had potency up, and it never exposes them. It does not say resisted or dodged or anything like that. The attack is successful, but it seems as if the target lock effect is never triggered for some reason.
