Rex's Basic TM Reduction Chances

I thought that getting Rex's basic attack, Impeding Shot, Omega'd was suppose to remove 25% TM 100% of the time. While fighting the Rancor it will say it is resisted quite often. I know he has really high tenacity in heroic, but that should not matter with 100% chance of TM reduction, or so I thought. Is this a bug, or related to something else?

He can still resist a 100% chance. 100% just means he will always TRY to TM remove. I guess RNGeezus just isnt on your side
