Base (raw) character speed

Question,
I challanged today one player on arena with pretty much same characters and I noticed his had much more base (not including mods) speed.
He had phasma on lead with basic 197 speed and Ray 223...
My Phasma with maximum gear lvl and 7 stars has only 134 and Ray 193.
He didnt have any characters giving extra speed to team members. Anyone can explain me why there's so much difference?
