There is no conflict, read the ability text again.
Yoda must gain the tenacity up buff in order for him to give it out to other allies, which he cannot because he is shocked.
Shoretrooper just gives the buff to all allies, and has no pre-requisite to gain the buff first before giving it to his allies.
