As the title suggests, Lumi's ability doesn't always block enemy abilities at lvl 6. Description of lv5 - lv6 up states that chance to block enemy abolities increases by 15%. And it's 85% at lvl5, lv6 description even says that it "blocks special abilities" without anything about chances. Tried it in SpecOps 4 on ST, stormtrooper, also on JC in arena, all with no effect. Neither of them had any buffs except provocation for ST.

There is always a 15% chance to resist a debuff. No bug, ability worded correctly. If the description said the ability block cannot be resisted, then it would always proc. @CG_Kozispoon you can close this thread now.
Let's just look at another character, Darth Vader.
His first ability, Terrifying Swing, 80% chance to try to inflict AB. If AB is applied, targets other than Jedi still have a 15% chance to resist. Jedi have 0% chance to resist the effect of this ability.
His fourth ability, Zeta Leadership, Inspiring Through Fear, has This turn meter removal cannot be resisted. All targets have 0% chance to resist instead of the base 15% chance to resist then.
Is that clear enough now?
P.S. For characters with higher tenacity, there would be even more resists to your debuff effects like Ability Block. Sorry man, you have invested in a lousy character like Luminara and you can vent and rage all you want but that's not how the game mechanics work. Good luck and have fun farming a better character.

The list can go on. They all have 100% chance to apply a negative status effect, some with other conditions such as a crit hit or stealth, yet they can all be resisted based on the tenacity potency check of the character.
All negative status effects except those that state "cannot be resisted" in the ability or is tenacity down can be resisted.
So you have 2 checks. Chance for attacker to try and apply that effect and chance opponent will resist that effect.
Chance to process is stated in the ability in your example 100% chance
Chance to resist, except those that are unresistable, have min 15% chance to be resisted but could be higher depending on the enemies tenacity and the attackers potency.
There are some debuffs that are bugged and can be resisted when they shouldn't but Luminara is not one of them.
