Specifically, is Rey allied with Jedi? (Gains 30% offense under Anakin, instead of 15%)

I'll refine the question: all light side characters are allied, regardless of category (Jedi, Jawa, Scoundrel, etc), or era (Clones, Rebels, Resistance) ?

No. They don't have synergy just for being light side, if that's what you mean. Check out the link Kyno gave--that will help you figure out character abilities at a higher level.

You can also check the tags yourself...Rey is neither a Jedi nor a Clone, so she doesn't get double the bonus.

If you are asking what "ally" means in this context, it is all your characters being used in that fight. So Dooku would still get offense under Anakin if you were running that team, just not as much as a Jedi or clone would.
