Rogue 1 characters

Is it viable levelling and gearing the rogue one characters if they're only 4*?
I've got Jyn, baze and shoretrooper all at 4* and really like the idea of working on them
But is it worthwhile cos I won't even be able to use them in raids

Chirrut, baze, and all three empire toons? Yes
Everyone else? Not really

I use a 4* g9 shore in my empire team and stay in the top 50, sometimes I can break top 20, I was using rg before and couldn't get below the 40s, so yes they are viable even at low * levels.
