Zeta Phasma only gives initial Advantage on first battle in multi-tiered battles

I just zeta'd Phasma and she only gives Advantage to the squad in the first battle of a multi-tiered fight. Is this correct behavior? I think this is the first leadership ability like this that I've used, so I don't know if this is normal. @CG_Kozispoon
