@FroggyTaco it was not on cooldown : the cooldown on its devour ability was at 1 ; he took a turn (smashing everyone), thus decreasing the cooldown, and then devoured Jyn.
No bug here.
The count simply does not decrease during the rancor's turn, but he did take 2 turns. In heroic, he might even take 3, so he could use devour if he is 2 turns away at the start of his turn (smash, smash, devour.)
Rancor Slam
"Deal Physical Damage to all enemies with a 35% chance to inflict Health Down for 2 turns. Then, Devour's cooldown is reduced by 1 for each enemy that is below 50% health. This ability deals 30% less damage to Taunting targets."
Wedge fell below 50% health, so Devour's CD decremented by 1 (though the CD on the UI did not decrement to reflect that).
