Level up Toon Advice

I'm trying to decide who I should level up to gear 9 first. Boba or Sidious!! I have a strong empire team with Zeta Vader. Any advice would be greatly appreciated...

    Boba is good in a lot of teams not just empire

    Boba! without a doubt, he works great as a lead or as a character in most teams. Sidious really is only worth it on Sith teams.
