What is the gold bar at the top of chat about?

I think this is the thing for QoL where the guild leader can put out a message to everyone.

Yes it is a message from guild leader to guild, but whatever you have to say, make it short - there isn't much character space. I think the message should be allowed to be longer as I still cannot effectively communicate with my guild.
