Can someone please clarify speed for us?

Team Instincts guide seems to pretty much be correct but then we have a dev saying that speed doesn't work in ticks and that a 160 should always go before 150. From experience almost every player knows this isn't how it's working. So could someone clear this up? Is speed not working as intended?

Either speed is not working as intended or the developer is wrong, simple as that. 160 does not always go before 150 and we know this. Team Instinct's guide seems to be the best answer we have right now and it appears to be correct based on all available information.

If you really read the guide, you would have also noticed that amongst the onces who've reached 1000 meter, one to go first will be decided by RNG. So speed within a speed-tier has identical yields (for instance: between 143 ~ 166: 7-tick tier)

Ya I know this, which is why I'm confused as to why the developer is saying there are no ticks or tiers.
