This is a ridiculous claim. The only similarity is the Ruthless Assault which calls all troopers to assist, but even then there's huge differences.
The Clone version can reset cooldown, this one can't. Every single clone trooper is called to use their basic ability, all of which either grant turn meter, remove turn meter, or slow turn meter.
The Imperial Trooper version, no one has anything to do with turn meter on their basic besides Veers (with speed up) and he's the only one that doesn't assist on this attack.
The reseting cooldown and combination of turn meter effects is why Clones are so good in the raid. Imperial Troopers shouldn't be able to get close to Clone scores their.
