They all attack at once if their counter RNG kicks in, but unless it's Kanan or Aayla they won't counter 100% of the time.
As for Biggs countering, did it say counter attack above his name? Like others have said, he either assisted on Aaylas counter or he got crit hit, gained 100tm and then immediately attacked. If you're playing an 4x speed (and I'm assuming you are) since everything is sped up, it may look like a counter attack, even though it's not. Again look above his head, if it doesn't say counter attack he's not countering.
Biggs gets 100% tm when he suffers a critical hit he isn't countering...
Dont forget the 'Empire' part.
What you probably want is to have EP on your side with Biggs and go after a team of Imperials.
Your EP can hurt Biggs, and this always mean 100% tm.
I use the EPiggs (lol) combo all the time.
