Time to fix zylo

When on defense there is no reason why zylo shouldn't default to outrage! If the Devs fixed GAT so quickly there is no reason why zylo shouldn't be corrected.

    He works like that for a reason. He "should" be paired with first order toons, and the special he uses first is the most beneficial for that.
