Thrawn's zeta while enemy is fractured doesn't prevent debuffs.

I don't know if it's wai but when I faced a maul team, I had an enemy fractured and Maul used whirling blades, Thrawn still got dazed. I have the Zeta on Ebb and flow which gives 100% tenacity while an enemy is fractured, so shouldn't it be the same as having tenacity up? I did it multiple times and every time he got dazed.

Can anyone explain why or is it a bug?

    100% tenacity is not the same as tenacity up. there is still a chance to suffer a debuff and this is especially true with a toon like maul who gets a pretty good potency boost.

    It's heavily biased toward potency. Formula is:
    Tenacity - Potency = Chance to resist (Minimum of 15%)

    If you have 100% Tenacity and they have 50% Potency, they have a 50% chance to apply a debuff.

    +100% tenacity effectively doubles your tenacity. Might still be relatively low if his base is low, tenacity being at a huge disadvantage compared to potency.

    That 100% is additive, not calculated off your Base Tenacity
