Theoretically that part isn't live until the full update is live, which will happen with the server side push. However, they haven't bothered to clarify, even though there are many posts here and on reddit about this.

No you have the visual ones they have mentioned. This happens when they do updates like this, the content goes out but "doesn't go live" until they can force everyone to it, so there is no manwoman person left behind.
I like how they're releasing it on a Wednesday when the most important day for it is a Tuesday.
It depends on your timezone compared to your guild’s. In my case, « GW-day » starts Wednesday at 2:30 AM, so it’s more important past midnight in the night of Wednesday to Thursday.
