Mods from mod shop not rolling speed secondary?

A lot of players in my guild (and myself) have been buying the mods with the speed secondary from the mod shop, and all of us have noticed that the speed will not roll at all. Is the speed locked from being able to roll, and is anyone else having this same problem?

    its entirely rng, so just bad luck i suppose?

    All mods regardless of where they come from go through the same RNG upgrade process.

    I actually just got my first +20 that upgraded from the mod store.
