If we leave out synergies with other toons I think that Enfys Nest has to be in the conversation. Sometimes entire legitimate teams can’t take out Nest.
Really depends what you define as best.
TFP is a very good non-zeta toon with one of the best ships.
Thrawn is a double Z toon that is a game changer in both fleet and as a toon, and can plug onto any team.
Enfys is a toon that can plug onto any team but has no fleet benefit and is a rough farm.
Then there is list of toons that are great with certain synergies and so on, some with great ships but not so much outside of that.
As I was saying revan is one dimensional and while it is true it can be used in haat to solo (barely) it is much more reliant on perfect mods than most other solo teams. The op asked the best overall toon and while revan is excellent he is far from the best overall

There are toons that dominate one area of the game like the Geonosians in fleet but are just awful everywhere else. There are toons that are generally useful and unlock tons of content like the Phoenix toons. And toons that are just good everywhere but tend to be utilitarian in nature like Thrawn.
So in my opinion Thrawn is the most flexible toon in the game, CLS, R2D2, Darth Vader, Rex, The Kenobies, Ezra, Nest and Raid Han earning honorable mentions.
Phoenix toon earning title for toons that will unlock the most game play with special mention going to Ezra for his usefulness after the content is unlocked. Bounty Hunters get the honorable mention for content unlocking especially Bossk whose ship is a cargo ship and extremely good in fleets.
For toon great in certain builds that are more than dominating in the right squat look but have limited use outside said teams at Palpatine, JT Rey, the Sith triumvirate, Reven, most of the nightsisters, GM Yoda, Bastilla. But their power is undeniable in them and those teams rock multiple areas of the game.
Area specialists are too numerous to bring up. Even Poa has his place he shines.
So for best tonn it honestly depends where you are in the game, what part of the game you are looking at Raids, PVP, early game, TB, ships), and what you are looking to do.
My vote is Clone Wars Chewbacca. Especially after you G12 and zeta him. I even heard he can solo the mighty maxed out CUP. Now that is power.
OK ok,kidding aside My vote goes to Ezra. He unlocks more content than any other toon besides Kanan. Including other contenders like Thrawn. He sees play in raids, arena, TB, ships and well everywhere. Useful in every stage of the game and will set up the early game for you. Has a useful ship that is a cargo ship and required for Chimaera. Yes there a more powerful toons but none that will put in the work Ezra does.

By far Rose Tico outclasses the Tuskin Shaman, Jawa Spark Plug Puller, Mary Sue has a stick, Underworld Thug, even Kylo Ren cries double zeta. Rose has synergy with R2, BB-8, HK-47, Urgihfigbgoo, Teebo, she replaces Ashoka on all JKA teams. She single handed carries Resistance teams in HSTR phase 4. This highly under rated under used stun lock human who acts like R2s kit must be the single most important character in game.

It's just there are other teams you can use much easier to accomplish the same goal....if revan works for u that is great but I'm not shifting to a tempory hot ticket when I can already accomplish what I need to. Revan is a hot topic with people who love him and people who think the same way I do. Is he meta? Yeah but so is traya so are cls teams with the new chewie..my alt account runs bh and takes top 10 everyday plowing through revan....it doesnt stay there for obvious reasons but they can certainly win on offense so it really comes down to who you like to run. I run jango lead in p2 hsith raid and do minimum 8 million sometimes 10+ and I still have work to do on them so to say revan is so much better than than rest is kinda not true
