Does Fear increase cooldowns no matter how it expires? Can anyone explain EXACTLY how it works? I feel like there are fights where JKR seems to be immune to cooldown increase.
When Fear expires, it increases cooldowns by one. However, sometimes it expires when that characters takes a turn. In those situations, the cooldowns are increased by 1, and then decreased by 1 (due to the character's turn), so they will end up with the same cooldowns they had.
Conversely, if they have fear and are hit, they then lose the fear. They will take a turn and be able to take an action like normal, but their cooldowns will be increased so they will only be able to use their basic.

Shouldn’t the cooldowns be the same in either case? Both have Fear expiration (+1) and both get to their next turn (-1? Does cooldown happen at turn beginning or end?). In one example you just never get the chance to see them.
I think in your first example you’re actually describing two separate turns?
Fear > Turn 1 - Fear expires, CD + 1, no action, turn end, CD - 1 > Turn 2 - normal
Vs
Fear > Damaged, CD + 1 > Turn 1 - action, abilities on cooldown.
Yes, the first example - the Fear expires at the end of the character's turn (in which it could take no actions due to Fear). So after that character's tm bar is full again, it will take a turn without Fear, and its cooldowns will be exactly where they were before the Fear.
In the second example, they were hit while debuffed with Fear, so the Fear went away. They get to take a turn where they can perform an action, but all of their cooldowns were increased, so they likely can only use the basic ability.
Hmmm.... I was under the impression that Fear only increases cooldowns if an enemy inflicted with fear is attacked and fear is dispelled because of taking damage. If an enemy misses a turn due to fear, then the cooldown increase never takes place. So when its their turn again, the CD is reduced by 2
