I am asking because I think those characters that immediately come to our minds should be galactic legends.

Actually, R2 comes to mind, I saw a preview in the theater back in '77. It showed him crossing the dark rocky terrain and getting shot down by Jawas. I knew right then I had to see that movie!

Vader will for sure be a future galactic legend. Other guarantees include Jedi Luke, a new Emperor, a new Yoda, A new Mace (as opposed to a rework), and a new Revan (reborn).
That could be it though. Outside chance of a White, staff weiding, Gandalf-like Asoka.
