This was very frequently the case with legs/heros/epics. And on most of these there have been some reworks. Even without that a competetive player can not afford not to have the -new best thing- in the long term regardless of what goes into it.

At least the rest of the faction is decent and in all actuality rose is probably decent as well at high relic.
This game does this all the time where a character doesn’t seem good until maxed out and then they show their true colours.
With her zeta and paired with R2 she would probably be a stunning machine.
Resistance is one of the top teams for light geo TB.
And even in the end Rose is lacklustre after all is said and done who cares. I’m sure we all have other characters we invested resources into and they sit on a bench all the time lol

Umm people have been complaining about RP’s involvement lol. And Poe. And Phasma. They’re very bad characters and outdated beyond belief. Adding Rose is just another layer to the gear dump into bad toons.
JTR, KRU, FOX, RT, ReyScav, and to a degree Kylo are bearable because they have some kind of utility still in their respective teams. Pilot, FOO, Phasma, Poe and soon Rose? Ugh....so much bad haha

They’ve been merged and once RP, Poe and Phasma were announced people complained. Then the complaints bled into speculation about more useless characters like Rose requiring gear dumps because they announced that they decided to make every character need relics instead of just some. It was a cluster lol.

Carth has been holding weight in GAC for me as a squad burner when I want to go heavy offense. BH is solid on D too at their current levels. Ewoks...well my guild all built them to G12 for fun and they’re still pretty fun to use in GAC as a backup squad for offense against FO.
Idk I just don’t see any use for rose or phasma, Poe or RP.
I have the gear saved if these new GL toons are game breaking but until everything is out there I’m not rushing to dump it into useless toons.

As someone that has already gotten RP to the required level, he hits pretty hard. I am now running 2 resistance teams in TW and they are doing pretty well.
Well its obvious they require Rose Tico and no BB8 or R2D2 which are more useful in the game. Its not fun to gear up garbage in a game full of bugs and moneygrabbing mentality dziiz. At least no G13 Holdo maybe? (depends which requirements they have for Raddus).

You seem to have forgetten these now semi-useful secondary teams got where they are due to reworks. If we were to take the past precedent reworks has more likelihood then no reworks and no reworks would be legitimate source of complaint.
Anyway, we are getting ahead, there's still time to get down that. I consider the datamine past the line of -just rumor-. Getting ready to relic up mine and no complaints from me, whatever happens the end goal is the GL itself.
