In the GC while Vader has merciless massacre, JKA still procs his bonus turn and AOE’s my team dead. However this is during his merciless massacre run. Doesn’t the description read that Merciless turns will not proc bonus turns or TM gain? Meaning units won’t get said bonus turns while Vader has merciless?
I believe it was stated somewhere that the "do not trigger other characters' effects based on bonus turns or Turn Meter gain" line doesn't have any use in the game right now, and so Malak's Jaws of Life and JKA's Righteous Fury aren't affected by Vader's MM.
The answer they gave me was that no bonus turns that proc specifically because of him taking a turn would happen. But that bonus turns that happen as a result of his action would still proc. For example, if Vader kills an enemy under GG lead, then GG still gets a bonus turn, because his bonus turn wasn’t directly triggered by Vader taking a turn. It’s a pretty poor design and poor description. No surprise there. They consider it WAI.
It's pretty clear in the way it's worded, it's just that it doesn't apply to anything at all, which makes it confusing. Why would there be a disclaimer for something that can't currently happen in the game? It would be better just to remove it now, and add it back in whenever we reach the point where that comes into play.

It seems clear but given the current state of the game and how bonus turns apply, it can easily be interpreted that Vader’s bonus turns would not proc those types of effects. Like you said though, if it has no application currently it just serves to cause confusion then

They did it to future proof, so while there is nothing in game right now, that's just as it stands right now.
6 of one, half dozen of the other, we could also just understand that its doesnt apply to any mechanics yet and just ignore it until it does. As you said it's pretty clear what it is saying, even if it doesnt apply to a current mechanic.

No what? It shouldn’t proc JKA’s bonus turn or no it should.

To OP, no it's not a bug.
