Cat dosent start from force leap, need wait 8 turns

I dont know why, but from start this ability blocked? I move before enemy cat, and mine has force leap blocked, and enemy normal can use it? Why?

    It starts on cooldown. JMK resets cooldowns with his 3rd ability.

    You need to read JMK’s “Hello There” ability.

    If enemy uses that on CAT, her cooldowns are reset.

    If you don’t, force leap starts on cooldown.

    Oh ok, so dont know why, jmk dont give her this ability on 1 move.
