Upgrading abilities

I've been playing this game for about a month now and I still seem confused as to how abilities upgrade. From what I understand, the blue text underneath is what the current ability has. And the white text in the upper right is what will be added. But somehow, when I upgrade many of my abilities, I seem to lose powers or downgrade. Is there a chart or anything that explains what each ability and upgrade does?

The tooltip for Lv 1 abilities is bugged. It will often show the tooltip for a higher level of the ability.

Np. And yes, there are some bugs that may state the wrong thing on a skill or make it seem like you are losing a bonus by leveling up, but they are only visual errors. The skills work the way they are supposed to afaik.
