A special attack or a leader ability that would cause debuffs to be locked to run their course.
If applied any debuffs predent can't be removed until it's turn count runs down, but also doesn't count to any cleansing ability, i.e. wouldn't give tm if rex tried to clean it, and won't give opposite effect when cleansed by GK, but still blocks retribution.
Leader ability might be too much. So just a single special, could even be an AOE attack.

A debuff-unlocker would then follow, of course
I think you are right @tharduskafka. I remember him saying something like that. I still think it is a good idea, and am glad that others like the OP are thinking along the same lines. It would be a fun addition to the game and really change up the meta, I think.
Not to toot my own horn but ...

It would work like a debuff causing the debuffs already applied on the specific toon to be locked as long as they have the locker debuff. If someone uses a cleanse ability, then he removes only the locker debuff (i called it 'disorganization').
If the disorganization buff gets removed or expires then the lockdown ends, and the debuffs can be cleansed.
But this can cause debuffs to be extended, I think they should still only run their own course of action.
And if any remove effects can be triggered it's actually a detriment to you. I.e. Rex will still grant tm with an idea like that. But yes this is all on the same line.
Everything should have a drawback...
Not everything should have a drawback....
The current problem is cleansing doesn't have a drawback. This could mute it and make debuffs run the course.
Even zader, where cleansing "does nothing" because they return, but still offers : tm, healing, or opposite buff granting.
It's just a thought.
But still not everything needs a drawback. There shouldn't really be a "drawback" to Defense Up. It just can't be all powerful, which is where we run into problems with Tenacity Up.
Theres no Drawback to Offense Up, but it also doesn't guarantee killing someone, just makes you hit harder.
Actually there is a drawback to any buff given to your team. It gives TM to the enemy Baze. #nerfBaze
