Phoenix squad required in platoons for phase 5?

Phase 5 of territories just launched and my guild has Phoenix squad showing up in the platoons for the forward stronghold when they are required for a combat mission in the snowfields. I thought this was not supposed to happen anymore, is this a bug or wai? I went ahead and deployed mine so no one else has to waste theirs.
