One Main difference is he is valuable in heroic raids.
I am currently in a throw together guild that is not doing heroic yet.
Thrawn was one of the characters I just used on my first Heroic Rancor solo. :^)
With Thrawn at seven stars you can use him to get R2-D2 at 7 stars--and not need a back-up Empire character to get R2-D2 and CLS--for events, raids, etc, that require a seven starred character, and for guild raids requiring seven starred characters. There's also stat increases and the like, so he's more optimal at seven stars to six, but certainly viable.
It's also worth nothing that it probably won't be too much longer until your guild is doing Heroic Rancor--at the least--or until you jump for a better guild.

If your guild cant do heroic rancour its a choice to fail especially if a bunch of people have thrawn.
