Character "lock"

We've got some uncertainity in our guild chat today about when characters for Territory War "lock" in - i.e. when any further changes you make to them don't count for the War.
Is the "lock" in place when you sign up or does it not apply until the end of the Preview Phase?

They said it didn't, but I've recently had character upgrades not show up after the "Preview" phase ended. So, I just re-enlist before it ends now.
